CM expresses concern over decline in wildlife
ITANAGAR, Nov 03: Chief Minister Nabam Tuki expressed serious concern over dwindling wildlife population and appealed to all sections of the society to make a concerted effort to save them from extinction.
Participating in a mass awareness campaign on conservation of forests and wildlife at Rono ground, Doimukh today, Tuki said that there is still time to save our forest and wildlife species.
Tuki, who also holds the Forest and Environment portfolio, directed strict enforcement of all laws by the Forest and Administrative officers as well as civil society to ensure protection of rich environment of Arunachal Pradesh.

Rebia, in his address, said, “We have no right to call ourselves descendents of Abotani, who never advocated nature’s destruction where he lived. You have not invested anything in forest thus have no rights to destroy it.”
Pointing out that wild meat is being sold in the open, children hunting birds and there was no single conviction under Forest Act so far, Rebia flayed the Forest and Environment Department for being a silent spectator. He suggested appointment of informers in each village and the GBs to strictly monitor and seize guns of hunters for the DC to cancel the licenses.
Rebia also administered a pledge to the huge gathering of villagers, PRI leaders and GBs besides Parliamentary Secretary Techi Kaso, MLAs Nikh Kamin, Pani Taram, Tirong Aboh, senior forest officials and administrative officers to protect and conserve wildlife and forests.
Earlier, PCCF Omkar Singh underscored the importance of vegetation and announced to conduct a mass plantation programme to increase forest cover in the state.

DoNER to release central share of Rs 89.94 Cr for 17 projects

NEW DELHI, Nov 03: The DoNER ministry would consider releasing Rs 89.94 crore during this fiscal of the total Rs 120.41 crore against 17 projects for which state shares were cleared and utilization certificate certificates submitted to the ministry.
This was informed by DoNER secretary R Vijay Kumar and joint secretary A M Singh and NEC joint secretary V B Pathak during a discussion on various roads with PWD Minister Gojen Gadi here today.
With hardly six working months in the state and one month gone, delay in release of funds would escalate the project costs and would require resubmission of the projects, Gadi said to justify his plea.

54 teachers yet to join duty in East Kameng: EKSWCO
ITANAGAR, Nov 03: A team of East Kameng Social Welfare and Cultural Organization led by its Chairman Safar Pao and General Secretary Nikam Tallang today called on Education Minister Tapang Taloh over delay in joining of 54 teachers who were recently posted at East Kameng district.
Highlighting the shortage of teachers, particularly subject teachers in various schools in the district, EKSWCO pleaded the Education Minister to ensure immediate joining of the teachers in their respective place of posting in the district.
Briefing the deteriorating education scenario of the district, EKSWCO chairman Safar Pao expressed dismay after learning the fact that many subject teachers were transferred out from the district but no relievers were sent till date. Pao urged the minister to post 46 more teachers to meet the current requirement of 100 teachers.
EKSWCO also claimed that more than 20 schools in the remote areas in East Kameng are on verge of defunct and many more schools are yet to see subject teachers.
General Secretary Nikam Tallang sought Taloh’s intervention before the situation goes from bad to worse.
Meanwhile, the Education Minister assured the EKSWCO members to look into matter to restore the education system.
It is said that teachers who were posted in East Kameng are reluctant to join duty after the state government had constituted two committee headed by Director School Education and Director Elementary School so that genuine cases of teachers could be reconsidered.
YSR Foundation colleges falter, promises broken; allege parents
ITANAGAR, Nov 03: The parents of the students selected under free education scheme of YSR Foundation in association with AAPSU has expressed serious concern over the future of the students alleging that things are not going as per promise made to them in the beginning.
More than 200 students had applied for the scholarship and accordingly had paid money in advance during the counseling programme held in Itanagar. The parents alleged that though more than two months have passed but still they are in confusion. “The students have not been admitted in any particular college till now. They had initially promised us that students will get admission in the colleges run by YSR Foundation. Later when we got to know that the colleges under YSR Foundation are not affiliated with AITCE, the students were shifted to different colleges. Now we don’t know whether the scholarship is applicable in those new colleges. We want to know who is giving scholarship, is it YSR Foundation, AAPSU or Govt. of AP,” the parents questioned.
Further they added, “At present the college where students have been admitted are not treating them properly. 15 students are forced to share single congested room. They are sleeping on the floor and no furniture, mattress, bed etc have been provided to them. This has forced the students to stay in rented house whereas YSR Foundation and AAPSU made promises to provide accommodation from their side.” The parents alleged that due to such problems, students are getting depressed and many are returning home from Telangana.
“There is so no clarity with regards to fee paid to YSR Foundation and AAPSU by us. As we were told that poor students will get scholarship, so we had applied for this scheme. But now the situation has drastically changed. The future of our children looks bleak and we appeal YSR Foundation and AAPSU to clarify the matter before things get late,” the parents continued. However the parents made it clear that they are not against AAPSU and are just worried about the future of their children.
“Particularly three executive members of AAPSU who were actively involved in this initiative has since then gone missing. They are not cooperating with us. We want to make it clear that we are not against AAPSU. In fact we appeal AAPSU to help us as we are suffering because of the misdeed by few of their members,” said the group of parents.
Meanwhile when contacted AAPSU President Kamta Lapung informed that he will soon meet the agitating parents and discuss the matter.
“Right now I am not in Itanagar. Parents had informed me about this development. I also don’t have much idea as this process was initiated by few of my executive members. Even though I have no role in this regard, I assure parents that soon I will meet them and will listen to their grievances. AAPSU always stands for the cause of student communities and we will not let them down,” said the AAPSU President.

There are numerous Arunachalee singers in different communities and their singing talent is nothing less than that of any famous playback singer of India. But it is often found and seen that whenever there is a celebration of mega festivals and events, the singers of other Indian states are invited on the occasion by paying huge amounts of money by obtaining funds from the government which is a sheer wastage of public money, it wrote in its memorandum submitted to the Chief Minister.
It suggested for not granting any government fund to outsiders other than singers from Arunachal whenever any society, organization, committee or groups approach for granting government money for such purpose. This will go a long way in the promotion of indigenous singers, it added.
It further sought opening of an art and culture school in the state stating that the music teachers appointed in various schools of the state, instead of teaching music, are being asked to take other subject classes.
Because of this they are neither doing justice to their assigned duty nor can they impart proper education to them, stated the memorandum.

AAPANWA seeks basic amenities

YOMA alleges irregularity in the appointment of BEOs
ITANAGAR, Nov 03: Alleging irregularity in the appointment of Block Education Officer (BEO), the Youth Organization Movement of Arunachal Pradesh (YOMA) has demanded a probe into it.
In a complaint letter to the Education Commissioner, YOMA pointed out that the candidates seeking appointment as BEO should be a Junior Teacher. It claimed that 71 has been appointed illegally out of the 147 BEOs in the state.
It gave the department 15 days to rectify the irregularity failing which YOMA threatened to launch rigorous democratic movement for fulfillment of its demand.

The sanitation drive covered the villages of Dirang dzong, Chur, Dukphung, Ganlang, Thangrisa , Gazangpharang and Khachipa.

NNSPSU celebrates foundation day
ITANAGAR, Nov 03: Nyapin Nyobia Sangram Phassang Students Union (NNSPSU) celebrated its 9th Foundation Day with theme “Youth For Peace and Development" at Nyapin, Kurung Kumey on October 2.
The celebration started with hosting of union flag by the president of the union followed by volleyball competition for both men and women.

AVP’s youth project workers conference concludes
ITANAGAR, Nov 03: The three days ‘Youth Project Workers’ conference of Arunachal Vikas Parishad (AVP) concluded at Abotani Vidya Niketan, Pachin, yesterday.
Archery, patriotic song and local prayer song competitions were conducted during the three days programme.
Lower Siang, Upper Subansiri and Lower Dibang Valley secured the first, second and third position in patriotic song competition respectively while East Kameng, East Siang and Changlang won the first, second third positions respectively in the prayer song competition.
In Archery, the boys from Papum Pare district Taba Jamsai, Karo Juna and Taro Gumso won the first, second and third position in Sub Junior category.
In girls category, Kumari Nabam Anjala (Papum Pare), Amblasi Manyu (Lohit) and Roshika were adjudged first, second and third respectively. In junior boys category, Nabam Rikam of Papum Pare, Vasu Domp of Kurung Kumey won the first and second position while in senior category, Bengia Tagu of Kurung Kumey and Damka Tayum of East Kameng secured the first and second position respectively.
A total of 500 delegates and volunteers from 20 different communities from 182 villages from 60 circles of 18 districts attended the camp.
Attending the function, Indigenous Faith and Cultural Society of Arunachal Pradesh president and APPSC Chairman Dr. Ligu Tacho appealed to the participating youths to work for eradicating social evils like drug addiction, consumption of alcohol etc from the society.

Alarming news about “Citrus Decline” in the state, especially in Lohit and Lower Dibang Valley districts, affecting orange cultivation in large scale has sent shockwaves among the farming communities of state. Similar problem has been reported from East Siang and Papum Pare districts too. As per the research carried out by Arunachal Pradesh Horticulture Research and Development Mission (APHRDM) hundreds of hectares of Orange orchards are being abandoned as the decline has completely engulfed the plantations and is fast spreading to other areas. There is an urgent need to arrest the problem before it spreads to other districts which will be a total disaster for the citrus industry in the state.
The survey team of APHRDM suspects three causes; Nutrient deficiency (especially
Zinc deficiency), Citrus Greening disease and viral infections (Tristeza and Yellow
corky Vein virus) to be responsible for the present crisis. Arunachal Pradesh Horticulture

Contributory Pension Scheme (CPS)
Dear Editor,
I would like to draw the attention of the Finance (Pension) Department and all the state govt. employees who are contributing to the Contributory Pension Scheme (CPS) about the various flaws in the implementation of the scheme in our state;

So I request the department concerned to immediately furnish the Annual Account Statement to all the employees right from the year of opening of CPS account.
3. Non deduction of arrears contribution from DA arrears:-
The 7th pay commission will come into action from 1st January 2016 but all of us know that in our state it will take at least two years to be implemented. If deduction is not made from the pay commission arrears then we are going to lose an equal amount of contribution which we should get from the govt for our CPS account.
4. Non receipt of Permanent Retirement Account Number(PRAN) Card:-
So it is that our employees are facing so many problems but the irony here is that neither the government nor any of the employees associations of our state have looked into these problems.
I want to know what is COSAAP doing about this? Are they ignorant or not at all interested? Maybe because why would a GPF holder care to look into the problems of CPF.
An age old saying goes "A stitch in time saves nine" so we need to immediately solve whatever problems we are facing before it blows out of proportion.
Therefore I request all the service associations of our state to take up this matter as urgent and bring much needed remedy. I also appeal all the CPS account holders to spread the message and come forward to solve these problems. Friends it is high time that we leave our "ho jaayega" attitude and look into this matter seriously.
Lastly I humbly and earnestly request the finance (pension) department to leave their lackadaisical attitude and understand the fact that every hard earned penny we contribute is accountable. We won't be getting pension and CPS is our only retirement solution so we don't want any trouble related to it.

'Flights of Fantasy' was scintillating and riveting. Perhaps a similar anecdote was shared here earlier in the context of a different occasion. At that time I didn't keenly observe the contributor's name.
Thought he could be anyone from among the heroes guarding our airspace with distinction and dedication.
This time, however, the surname of the writer sounded familiar. It reminded of the similar surname of a classmate. We were in awe of the batch mate who reportedly had a sibling as pilot.
